Why Your Copilot Rollout Didn't Reduce Ticket Volume

Microsoft 365 Copilot rarely lowers IT ticket volume because it is a drafting and summarization tool embedded in Word, Outlook, and Teams, not an automation layer that resolves ITSM requests. It cannot reset a password, provision a license, or close a ticket by itself, so those requests keep landing in the same queue they always did. Ticket volume tracks what gets executed, and Copilot was never built to execute anything.

I have sat through four Copilot rollout debriefs this year, and the chart looks the same every time: the usage line climbs, the ticket line barely moves.

IT leaders keep asking me some version of the same question: we paid for Copilot, adoption is finally climbing, so why didn't the service desk queue shrink? The answer sits in what Copilot is designed to do versus what actually generates a ticket in the first place.

What Actually Drives IT Ticket Volume?

Before blaming any single tool, it helps to look at where tickets come from. In the ticket data I've analyzed across ServiceNow instances at mid-market companies, a small handful of categories account for most L1 volume:

  • Password resets and account lockouts
  • Access and license provisioning: new hire setup, role changes, offboarding
  • Software installation and license requests
  • VPN, printer, and connectivity issues
  • Status checks on tickets already submitted

None of these resolve inside a chat sidebar. A password reset needs a call to Microsoft Graph or Entra ID. A license change needs a write to the ServiceNow catalog and the M365 admin center. Copilot can draft the email telling a user their password was reset, but it cannot make the reset happen. Does Microsoft 365 Copilot Actually Automate Ticket Resolution?

No. Copilot is a large language model wired into Office apps and Teams that drafts text, summarizes documents, and answers questions about content a user already has access to. It sits in a sidebar and waits for a person to type a prompt, supply context, and decide what to do with the output. That is a genuinely useful pattern for writing a status report or summarizing a long email thread. It is not a pattern that touches a ticketing system, executes a workflow, or closes anything in ServiceNow.

Copilot Studio and Agent 365 are Microsoft's answer to this gap. They let you build agents that take action, but they are separate products with separate licensing from the Copilot assistant most employees have in Word and Outlook. If your rollout was the standard M365 Copilot add-on, you bought a writing assistant, not a ticket-resolution engine.

Why Is Copilot Adoption So Low in 2026?

Even where Copilot could help at the margins, most licenses sit unused. According to a July 2026 analysis by Windows Latest, Microsoft 365 Copilot adoption remains under 4.5% of eligible seats three years after launch, and only about 1% of licensed seats use it weekly. Recon Analytics, tracking more than 150,000 U.S. respondents, puts Copilot's workplace conversion rate at 35.8%, meaning roughly a third of people with access ever open it at all.

Trust is a big part of why. Recon Analytics' data shows Copilot's accuracy Net Promoter Score falling from -3.5 in July 2025 to -24.1 in September 2025, recovering only to -19.8 by January 2026. Among people who stopped using it, 44.2% cite distrust of its answers as the main reason. Gartner's 2025 Microsoft 365 and Copilot survey found just 6% of organizations that piloted Copilot moved to a broader rollout, and the reason given most often was that it helps individuals draft work without automating anything at the process level.

How Much Does a Copilot Rollout Cost Versus What It Actually Deflects?

Cost matters here because Copilot's pricing has moved in one direction only. It is a $30 per user, per month add-on that requires a qualifying Microsoft 365 E3, E5, Business Standard, or Business Premium license underneath it. With 2026 base price increases, an E3 seat with Copilot runs $66 a month, an E5 seat runs $87, and the enterprise volume discounts that used to soften that number expired June 30, 2026. Microsoft's own fix is a bigger bundle: the E7 Frontier Suite, generally available since May 1, 2026, packages E5, Copilot, Agent 365, and Entra Suite into one $99 per user, per month SKU that includes the agent capabilities Copilot alone is missing.

The pattern in that table is the whole story. Every option that actually reduces ticket volume charges for execution, an agent that does something, not a subscription that drafts something. What Would Actually Reduce Your Ticket Volume?

Start by separating the budget line. Copilot has real value for drafting, summarizing, and search inside content people already have access to, and that value is worth measuring on its own terms: adoption rate, time saved on writing tasks, nothing to do with the service desk. Then look at your top five ticket categories by volume and ask which of them are a single API call away from being resolved automatically. Password resets, access provisioning, and status lookups almost always qualify.

A scoped build against ServiceNow and Entra ID that targets those specific categories will move your ticket count in a way a chat assistant never will, because it takes the action instead of describing it.

Before your next budget cycle, pull last year's ticket log and tag every ticket that could have been answered by Copilot versus tickets that needed a human to actually do something. That split tells you, in your own data, how much of your queue a drafting tool can touch.
